Bureau of Household Goods and Services licenses and regulates almost 40,000 companies across the globe from small single-person businesses to major corporations and manufacturers. The Bureau has a combined staff of about 45 employees who license/register companies, inspect businesses, ensure compliance with laws and regulations, conduct investigations, test products to ascertain if they meet the testing and labeling requirements, conduct research and development, educate applicants and registrants, and initiate disciplinary action against companies who commit egregious violations.

General Information- licenses required in Connecticut-

  1. Manufacturer application – for the company who actually makes the product.
  2. Importer application – company who brings in product from overseas and distributes into the country.
  3. Supply Dealer application – company which manufacturers and delivers filling material only into Connecticut.
  4. Renovator – company who uses old filling material and new filling material added. (Permit Required)
  5. Second Hand Dealer – Sale or rental of second hand bedding or upholstered furniture. (Permit Required)
  6. Sterilization/Sanitation Permit – any manufacturer who uses feather and down in the product, manufacturer’s, Upholsterers, renovators and second hand dealers.

The Bedding section of the Department of State Health Services (DSHS) enforces the Texas Bedding Law through a program of licensing and statewide on-site inspections of manufacturing and processing facilities; germicidal treatment operations and retail outlets. Our purpose is to protect the consumer from illness and/or injury associated with the use of unapproved or contaminated products; protect the worker’s health from exposure to unsanitary conditions in the plant; and provide the consumer with a safe, properly manufactured and labeled product. Utah law requires that every manufacturer, supply dealer, sterilizer, wholesaler (including importers) of bedding, upholstered furniture, quilted clothing and products which can be used in the making or repairing of these articles, whose products are offered for sale within the State of Utah, obtain annually a permit issued by this Department for their particular type of business. This permit must be purchased prior to the time such merchandise enters the State of Utah or before engaging in repairing or reupholstering furniture or bedding, and before manufacturing regulated products within the State.

NOTICE:

Effective August, 1, 2023, in the District of Columbia, fees in the amount of $476 biennially (every two years), are required for businesses engaging in the manufacturing or renovating of mattresses or other bedding products. Whereas, fees in the amount of $34 biennially (every two years), are required for businesses/establishments where mattresses or other bedding products are stored, sold, or kept for sale (i.e. warehouses, retail stores, second hand stores, etc.)
