Federal Trade Commission (FTC)

The FTC “Textile Fiber Products Identification Act” 16 C.F.R Section 303.2 governing textiles, fiber and wool products states that all products containing filling materials, except those exempt or excluded under the Act, shall be labeled in conformity with the ACT.

Rule 32 of the Act reguires any upholstered product, mattress or cushion that contains stuffing which has been previously used shall have securely attached thereto a substantial tag or label. The tag or label must be at least 2” x 3” inches and printed in English at least 1/8” inch high, “SECONDHAND STUFFING” or “PREVIOUSLY USED STUFFING”.

U.S. Consumer Product Safety Commission (CPSC)

The CPSC works with the manufacturers on product safety and posts recalled products on their web site.

CPSC also requires that each mattress or mattress pad subject to 1632.31 Subpart B shall bear a permanent, accessible, and legible label containing the month and year of manufacture and the location of the manufacture. IABFLO has approved that all Federal information can be listed after the name and address section and before the Country of Origin at the bottom of the law label.

ISO Two Digit Country Codes

IABFLO has approved the use of the International Standards Organization (ISO) 2-digit country codes for use to designate the registration number on the law label. There was one exception granted because of a conversion problem with the State of California.

The code for Canada will be “CD” instead of “CA”, California will continue to use “CA” as their state designation.

Please note that the country code for CHINA is “CN” not the old “RC” that has been used in the past.
